The folly of training

I put up a fairly lengthy post on my Status blog today about the lamentable state of usability in IT today (although this has admittedly been improving) and the problems of attempting to address it through user education. I won't rehash the whole thing here, but I thought I would point it out as training is frequently a significant concern for CIOs today, and I imagine many disagree with my position... but I think they should consider it, nonetheless. How much time and money do you invest in training that ultimately goes nowhere?
