Offshoring

Although much of the hoopla over outsourcing and offshoring technology functions has died down in the press lately (a bit odd, considering the Election year spooling up here in the US), the market continues to grow at a steady pace. Recent numbers, however, suggest that not the United States, but Europe may be the fastest increasing consumer of outsourced, overseas technology workers.
According to Gartner (by way of ZDnet), while Indian offshoring providers are growing by 40% annually in the US, they are expanding in Europe by an astonishing 60% annually.
At the same time, according to the same report, contract values have dropped by half. I'm not quite sure what to make of the juxtaposition, unless the growth is somehow attributable to the even more attractive pricing... still, one would think with such demand, pricing would also adjust upward accordingly.
